Reused pre-exported CSVs from scratchpad/samples/2023_Hawaii_CCWIS_Project_Financials per instructions (no re-download). '4 HI-CCWIS Labour budget' tab (97 rows) contains a full role-level labor budget (Resource Profile, Location, named Resource/Employee ID, Allocation %, Hrly Cost, Loaded Cost/month, per-month $ columns) but roles/total_person_months were left empty here: (1) rows identify real named employees (PII-adjacent), and (2) the monthly columns are dollar amounts, not FTE fractions, so person-months cannot be summed without an extra derivation step this pass did not perform. 'labor - Existing' vs 'labor - Incremental' vs 'labor - Subcon(SMX)' rows in the P&L grid show Cardinality used a blended internal + subcontractor (SMX) delivery team. mo_value taken from 'SaaS - Application M&O Support' line (207,621.04); this is a small M&O tail within an overwhelmingly DDI-dominated actuals figure, not a full multi-year M&O run rate.
