{"Summary":"Minnesota IT Services (MNIT), in partnership with the Minnesota Department of Children, Youth, and Families (DCYF), has issued a Request for Information (RFI) to gather vendor input on Child Support System Modernization. Vendors are asked to provide brief descriptions, estimated timelines, and cost estimates for existing or customized solutions that meet specified system components. This RFI is for information-gathering purposes only and will not result in a contract or payment. All submitted information becomes the property of the State of Minnesota, and responding to the RFI will not affect vendors’ eligibility for future RFPs.","Background":"DCYF and MNIT are requesting vendor input on solutions to support the incremental modernization of Minnesota’s PRISM child support system. The RFI seeks high-level cost estimates, timelines, and solution overviews that meet OCSE functional needs and align with the state’s modernization approach. The information will guide feasibility analysis, future planning, and procurement, with goals focused on workforce efficiency, equitable self-service access, improved data and system interoperability, and a secure, flexible, and sustainable technology infrastructure.","Executive Summary":"PRISM and MCSO are custom-built solutions, built and maintained by Minnesota IT Services. It is expected that there will be multiple new solutions, as this is not a system replacement modernization strategy.","Legacy":"Maintain legacy PRISM and modern solutions in parallel.\n\nThe PRISM mainframe system was designed and has been maintained or decades with performance as a primary consideration. PRISM processes 1.2 million online transactions per day with over 150 million database calls per day. Most online transactions complete and the screen refreshes in less than a second.\n\nIt is important to recognize that any modernized system with a web-based user interface will not meet the performance to which our users are accustomed.","External Integrations":"PRISM has 70+ interfaces with external partners including other State agencies and the Federal government. Some of these interfaces deliver data and some receive data; some are a back-and-forth exchange of data. Some interface processing occurs during overnight batch. Some interface processing occurs in work-queues. The complexities of these many interfaces or integrations could be simplified and scaled to be more manageable within an iPaaS.","User Base":"The Child Support Annual Performance Report details information about the number of child support staff, participants and funds disbursed. You can find links to this information in the Reports section at: https://dcyf.mn.gov/child-support-resources","Hosting":"MNIT is actively invested in and working in Azure. MNIT has AWS and GCP footprint. Azure is preferred but not required.","Time Line":"Within SFY27 is the current ideal timeline.","Cost Estimate":"Child Support has secured approximately $13.391 million for PRISM modernization. This RFI will be used to inform total modernization costs and future funding strategy.","Data Transfer into New Solutions*":"As new solutions are introduced that are intended to replace the existing PRISM business functions, the existing data within the PRISM databases needs to be replicated into the new solutions’ databases. The data must be transferred as the source of truth changes.","End-State Business":"1. Map the existing PRISM Business Functions to new web-based UI panels; this quickly facilitates the second workstream in Phase One, Introducing web enabled UI.\n2. Review of and reimagining of the existing one-to-one relationship between PRISM Business Functions and PRISM Map function.\n3. Identify, document and establish the end state Business Capability Model as desired by the state agency, county and tribal partners, and all interested parties.","RFP Document Folder Link":null}
