{"Purpose":"The state of North Dakota, acting through its Board of Medicine, (the STATE) is soliciting proposals for AI-Assisted Investigation and Reporting solution.","Background":"The STATE regulates and licenses medical professionals in North Dakota and investigates complaints that may lead to disciplinary action. The current investigation process involves extensive manual review of complex documents from multiple sources. The proposed AI solution will support investigators by securely reviewing and summarizing records such as complaints, medical records, and legal documents, producing concise reports to help STATE members decide whether to dismiss a case or pursue disciplinary action.","Scope":"STATE seeks proposals from qualified vendors to design, develop, and implement a secure, HIPAA-compliant artificial intelligence solution to aid in the investigation of complaints against licensees. This AI-assisted solution will streamline the investigatory process by analyzing complaint and response documentation, recommending information-gathering strategies, and generating comprehensive summary reports for STATE Investigatory Panel members.","Proposal Preparation":"The STATE discourages overly lengthy and costly proposals. An offeror must prepare its proposal using the prescribed proposal format and provide all the requested information; this will enable the proposal to be evaluated fairly and completely. If an offeror submits more than one proposal, each proposal must be prepared in accordance with these instructions.","Experience":null,"User Base":"Internal staff: 5–10; Board members (external): 15; Legal Counsel (external): 2; Public users: Not applicable.","Go-Live/Launch Timeline":"NA","Hosting":"Cloud.","Legacy System":"NA","Data Migration":"Formats include PDF, Word, scanned images, emails, EHR exports, and transcripts. A significant portion may be scanned/non-searchable. OCR capabilities are required.","Reporting & Compliance Requirements":"NA","Maintenance Support":"The State expects vendors to provide separate development, testing, and production environments to support implementation and ongoing operations.\nBusiness hours (8–5 CT) support is required. After-hours or on-call support should be available based on severity and SLA.","Initial Contract Term":"The contract term will be set forth in contract, including any options for extension, renewal, and renegotiation.","Estimated Budget by State":"The funds for payment of this contract are already appropriated and identified.\nThe Board of Medicine is a special funds agency that is supported by its licensing fees.","Integrations":"See RFP. Key factors include HIPAA/Part 2 compliance, secure ingestion of PHI, integration with existing systems, and explainable AI outputs.\nThe State does not currently use such tools for investigations. Vendors may propose tools or integrations.","Warranty":"NA","Pricing":"NA","Offshore resources":"No. Remote access to State data from outside the U.S. is prohibited. All development and support involving PII/PHI must occur within the continental U.S.","Submission Method":"Offeror must begin the electronic submission process well in advance of the Solicitation Closing deadline to allow for transmission and resolution of any technical difficulties.","Sub-contract":"NA","Training":"Initial training will be required for approximately 5 staff. Periodic training may be needed for new Board members or staff.","MWBE/SDVOB":"NA","Prepayment":"The STATE may not make prepayment for services or goods under a contract. This means the STATE may not pay for services or goods not received and accepted by the STATE. Unique circumstances may allow for payment “up front” such as subscription services or certain licensing fees so long as the service or licensed product is available and provided at the time of payment and is capable of being used for its intended purpose under the contract. STATE will not pay up front for licensing fees for a product that will include deliverables, acceptance testing, and final acceptable. For the avoidance of doubt, if the licensed product requires customization, the STATE will not pay up front for the license(s).","Travel Cost":"Offeror is responsible for all costs associated with the preparation, submittal, and evaluation of any proposal including any travel and per diem associated with demonstrations and presentations.","E-Signature":"NA","Payment":"STATE shall make payment under this Contract within forty-five (45) calendar days after receipt of an approved invoice.","Liquidated Damages":"This means that the contract may specify a pre-agreed dollar amount (called liquidated damages) that the contractor must pay if the contractor causes harm or loss to the State by failing to meet contract obligations.\n\nIn simple terms:\nThe amount is decided in advance, not after a problem occurs.\nIt is meant to compensate the State for expected losses, not to punish the contractor.\nThe dollar amount will be reasonable and proportional to the potential damage.\nThe exact amount may be negotiated during contract discussions.\nIt cannot be used as a penalty, only as a way to make the State financially whole.","Folder Link":"https://drive.google.com/drive/folders/12sKsz0lmjNZN3G8CHiv_b8_a6nEdXTQZ?usp=drive_link"}
