Small, short-duration deal (3-month DDI). 'Implementation Plan' tab does carry a full staffing table (header row 55: Resource Profile/Location/Company/Billing Rate) with roles such as Project Manager, Functional Lead, Development Lead, Business Analyst, Technical Architect, Data Migration Analyst, Test Lead, Testers, Trainers, Developers - but its allocation columns are labeled 'Week 1'...'Week 12' rather than months, and its 'Total'/'Price' columns are FTE-weeks, not the FTE-months the schema's role.fte_months field expects. Rather than silently mislabel week-counts as months, roles were left empty here; a future pass should add a units field or convert weeks/4.33 explicitly.
