- templated assumptions (near-identical)
Folder name has no month/year or dash-delimited System field, unlike most VA folders; date taken from the file name and RFP Schedule tab instead of folder name (hence medium/low confidence). This is a single combined workbook (both RFP Summary questionnaire and pricing in one file), unlike the VA/VT Gen-3 Pricing/Info split.
RFP summary & assumptions
verbatim from the source{"Purpose":"The Virginia Department of Education (VDOE) is releasing this Request for Information (RFI) to gather information from eligible parties for a cloud-based solution hosted by suppliers to facilitate the comprehensive management of the new Virginia K-12 Licensure Program.","Objective":"The primary objective of this RFI is to gain insight into the innovative capabilities and offerings within the vendor community that can help Virginia fulfill its vision. VDOE seeks detailed information about proposed solutions and estimated non- binding pricing structures.","Background":"In 2022, the Governor of Virginia, Glenn Younkin, issued Executive Directive 3 to address the Commonwealth's teacher shortages directing the Superintendent of Public Instruction to remove obstacles that prevent qualified individuals from filling critical vacancies. Again in 2023, the Governor of Virginia, Glenn Younkin, issued Executive Directive 5 to address modernization of state government by identifying opportunities for the secure and transparent use of AI technologies to improve efficient and effective state government operations.","Legacy System":"Recently, Virginia developed a new operating system for licensure that began the modernization process from paper to digital applications. This system is already obsolete due to advances in the use of AI and other technologies. The vendor for this product is sunsetting this system in the next two years to be replaced by a more modern system.","Experience":"Include relevant experience in providing similar service(s) as set out in Sections II (Purpose) and III (Background) in a maximum of five (5) pages. Respondents are expected to have 5 years of experience working with state education agencies in the area of licensure."}
